2015 evo x MR salvaged due to hurricane flood in Texas on 2016, seller said water got to the amp, 31000 miles with bolts on, and built sst Tran from kozmic at 2019. Seller want $19k is that too much? What are some of the problem the car will have in the future?

I'm interested in buying the titled car, because my aunt used to own one in my childhood. Sadly, her car ended up in junkyard. I want to buy the same car. However, I'm not smart with cars and would like to know some good advices, tips and similar regarding the car. Or if there is a community dedicated to that, kinda like a community for Miata/MX5. Additionally, I'd want to learn about buying that car in here and importing one from Japan. Where do you look up for more informations about imports and how they work, etc? I'm from Germany and would prefer using the car as an everyday car, if that matters. Does Celica RA23 have a nickname to make it easier to google for that car?
