How do we know that the universe is expanding, and that galaxies are not just moving further away from each other because they're being pulled by the gravity of other stars?

They say we know the universe is expanding because light from distant galaxies is red-shifted (scattered), but how do we know that the galaxies aren't just being attracted by the gravitational pull of other stars?
