There have been some fan efforts to upscale DS9 and Voyager to "faux-HD," which is an interesting experiment but on the whole not overlay impressive -- due to the quality of the existing DVD source material.

The TNG Blu-rays were a full remaster -- completely rebuilding the show from the ground up for HD. An upscale would be watching DVDs on a 4K TV, bigger and brighter but not much "better."
