How do you determine if a small business is worth buying and what metrics do you look for in returns?

I just want to understand how a potential buyer would evaluate a small business acquisition and funding it with both debt and equity. Let's just say the hypothetical purchase price of the business is 1 million dollars. 10% equity injection = $100,000 90% SBA financing = $900,000. Let's say net operating income is $250,000 a year. (is that pretty reasonable/average for a business selling for 1 million?) Let's say I want to analyze the return for the 1st year and also for a 3 year hold and 5 year hold. What metrics do you calculate for (and what do you ignore) and how do you calculate it? ROI is the first that comes to mind of course but what about ROE? How do you take the debt financing into account for the returns?

For female employees, the Great Resignation may only be getting started. More than half of the 5,000 women surveyed by the consulting firm Deloitte LLP said they intend to quit their jobs within the next two years. Burnout was the top driver for those currently looking for new employment, as most said they felt more stressed today than they did a year ago in the survey released Tuesday.
