Call Center/Virtual Receptionist recommendations

I'm looking to outsource most of my calls to a third party because it's taking me too much time to answer basic questions even with a complex IVR and hiring someone is not an option right now. I've called multiple locations but they've all either kept me on hold forever or haven't been helpful which is the opposite of what I want for my clients. I tried Ruby but it was too expensive ($3+/min) plus they charged me for them placing the call on hold which was insane. Does anyone have any other recommendations?

Looking for Partnerships with delivery service

I'm 6 months deep into my business plan and would like to find people who are driving deliveries for doordash, uber eats, etc, Who would be willing to put in the work to develop relationships with local businesses who need 3rd party delivery/apps but don't want to pay the 15-30% of their profits to the software company. My company is currently using the traditional model of delivery app flow but will transition into a model where the delivery is conducted between the store and the driver and the service runs on a distributed cloud service that anyone can run and be rewarded for their contribution to the system. Currently running operations in Pennsylvania USA but open to more places as they're super easy to spin up.
