Suggestion: auto-archive projects instead: code is still available, issues etc are flattened to read-only static copies. Have a "reactivate project" button the user can click to re-inflate their project back to live status Not trivial to build, but SO MUCH better than deletion

I understand disabling CI on inactive free projects - that stuff costs money to run. But storage costs of code really shouldn't be expensive enough to justify such an epic hit to trust and reputation
