How does NASA justify its funding?

Just bumped into an article that mentioned, NASA received $32 billion this year from congress. Seeing the figure got me curious. How do we convince congress to pour in billions of dollars? I mean space exploration, the search for extra terrestrial life forms or other habitable planets seems cool and all but these missions aren’t cheap, so what tangible value do the missions provide to justify the funding?

Best telescope for beginner to see deep space / take photos?

Willing to spend a bit of money to get the right one the first time. I want to see deep sky, not just our moon. I also would love to take pictures of them. I know barely anything about telescopes. I’d you can’t recommend one, please share best places to look / learn about what I need. Thanks!

Last nights Milky Way over Germany

I took 10 photos at ISO 1000 and 13 sec exposure of the Milky Way with my Sony Alpha A6400 and Samyang 12mm f2.0 lens. Then i stacked them with sequator and edited the result with Darktable for PC and Lightroom App for Android. Im grateful for every tip you can give me.
