Is this a quasar? (New Stephan's Quintet image, zoom a bit on NGC 7317, move to the right, after the 4 stars in the foreground you'll find it)

How far would space technology go in the next 30 years if the US government spent 800billion dollars on nasa instead of the military?

I was wondering how far space tech would expand if the US of A didn't use 800billion dollars on the army but rather on space research and technology in 30+ year's
