Competitor copied my entire article years after, and ranks just below me. Insane. Wtf Google

So, there's an extremely popular search query. I'm ranking #5 or 6 for it, and Ahrefs says my post's traffic is worth $41,000 per year. Just to give some sense of this KW. Just below me in the rankings, is a website that literally copied my entire article, and just pasted it. Including the H1 header. This is mind blowing. What the actual fuck is Google doing? Even the internal links in the article still point to me, because this competitor was so lazy. And it wasn't published even in the same year as mine. So it's not a case of Google getting confused about who was first. Has anyone seen this? Is there anything I can/should do?

In one of his final official acts as president, Donald Trump granted pardons to dozens, including his former strategist Steve Bannon, the rapper Lil Wayne and former Detroit Mayor Kwame Kilpatrick. Trump did not include himself on the list, despite discussing a pre-emptive pardon. Sources say advisers cautioned him against what would have been an unprecedented action.
