What is the concrete octagon next to the space shuttle landing facility?

The coordinates for it are 28.627562, -80.695219 or you can use this link to see it on Google maps: https://maps.app.goo.gl/fELRCp5qT4d2c4b2A Right now my suspicion is radio array, based on the wires running across it, but those are an addition from the original structure based on historical satellite imagery, so I'm wondering what the original purpose was.
