Is there a phenomenon which makes star appear bright for seconds, then back to dimmed state? I witnessed something like that today.

Hey folks, So, I was stargazing with my binoculars today, when I noticed a star appearing exactly the same size & brightness as Venus, but with orange hue. Time was ~11:00PM IST, North-western India. It was in North, near the position of Dubhe star, ans it stayed in bright state for seconds, then disappeared. I even saw it through binoculars, it appeared exactly like an orange version of what you'd see for Venus. As I was dumbfounded, I couldn't actually look during the dumming state. So, I couldn't point it back to a star, but it was definitely near Dubhe. I repeat, it was extremely bright & large like Venus. What was it? Edit: A satellite flare?

What to look for in quality but not super expensive telescope

As the title mentions, I am looking for suggestions on what to look for in a quality telescope for an amateur beginner astronomer adult. I don't know what is quality compared to price. They seem to range from 30 dollars to 2,000 dollars. They also vary in aperture mm and other things. I would like something I could I could visual close planets and celestial objects and things. Thank you.
