What resolution could a JWST sized spy satellite achieve?

US law restricts commercial satellites to a resolution no greater than 30cm/pixel. The resolution on spy satellites is obviously classified, with rumours of sensors being able to resolve 1cm/pixel. Theoreticaly, what resolution could the JWST (in the correct orbit) or a similarly sized spy achieve?
