10 vs 25+ mile visibility

I’m trying to gauge how much visibility, even in “perfectly clear” conditions, affects stargazing quality. On clear days, the weather app will list a visibility anywhere from 10 to 30 miles. Would this difference affect the quality of stargazing to any significant degree?

Can anyone help me please? I want to get a tattoo of a constellation the night I had my daughter...

But, I don't really know how to go about it. I've attempted to look up constellation maps from the hospital location at the date and time she was born, but obviously they're not the easiest to understand without some understanding of how to read them. So many questions (I want to get it as right as I can) Does a map of the night show all constellations that would have been visible from my location? Do I just pick one? Is there a specific one that would have been more visible? Is there even a way to know for sure?! And most obviously, is there a trustworthy source for telling? I'm assuming some of the online websites aren't accurate because that's logical. If anyone can help I would be eternally grateful. Thank you so much!
